South Portland Air Quality (SPAQ) is a collective of neighbors and community members working to decrease industrial air, soil and water pollution in Portland's Brentwood-Darlington, Woodstock, Eastmoreland, Mt. Scott-Arleta, Ardenwald-Johnson Creek, and Milwaukie neighborhoods. Industrial polluters in SE Portland, include Precision Castparts Corp. (NYSE:PCP) and McClure Industries Inc.
This has been an uphill battle. For example, neighbors filed nuisance complaints and protested McClure Industries ACDP permit due to nearly 9,000 lbs of styrene being released without any pollution controls in 2011. DEQ checked the ‘public comment’ box and then issued McClure’s permit. In 2013 Precision was named the nation’s #1 most toxic polluter and after neighborhood outcry, the company met only once with concerned residents and said that it did not believe it had any responsibility to its employees or the community to make any changes. Our biggest victories to date is when DEQ agreed to begin air monitor around Precision and to delay the renew of the company’s air pollution permit, both in 2016.
Today, we are part of growing movement that includes Neighbors for Clean Air, Eastside Portland Air Coalition (EPAC), Cully Air Action Team, Portland Clean Air, The Dalles Air Coalition and Hayden Island residents. We are all working to reduce the adverse effects of industrial pollution on health and environment in Oregon.
